What is the best recommended way to get EFLC content - vehicles and weapons - into GTA IV, without it being destructive?

As the title says, I'm looking to get EFLC content to be played in GTA IV. The main idea is to complete the game 100%, with the additional content. I don't know how the modding scene is these days, but I'd assume the downgraded 1.8 ought to have -some- way to load the EFLC data.

To note - and before anyone suggests it - I've tried The Actual Complete Edition mod. While it works out alright, please bear in mind that - at the time of writing this, at least - it prevents the game from being completed 100%, bugging out the Most Wanted list with nameless criminals that don't trigger markers. This is through no fault of their own, as from what I've been searching throughout the net, it's an issue with componentpeds.img.

As such, I'm looking for alternatives that will allow me to load vehicles and weapons with relative ease.
