So This is what has happened! I begin to launch the game and after i get into the start screen i get this GTA IV FATAL ERROR: D3D reset failed - Please restart the game.

try playing in windows mode
anyone ever get this to work. I'm getting the same issue. did anyone find out if it's just a certain setting that is causing it to crash?

I was finally able to use steam to force the game into windowed mode. then I can set my video options how I want them. i save it crashes. then restart it. it should stay in windowed mode, and now I'm able to play it. if I try and put it into fullscreen instant error and crash. It's not that bad in windowed mode. I pretty much forget it is. You can always stretch the display on your monitor for this game to remove the windowed look. it runs great now. been playing the game a lot now. about to play it again right now. I'm just glad to finally be able to play it.
Ramiro to put it in windowed mode just go to your steam library right-click on Grand Theft Auto IV , and select properties. Then click "set launch options" in the general tab, then add -windowed your game should now run in windowed mode, and for me it didn't crash anymore unless I adjust the video settings and save it. and again although it does crash when saving the new settings it does save them still. hope this works for you.

I put the answer above a couple comments ago, a while ago. I explained how to do it:

I've found that DxWrapper prevents the D3D reset failed crash.

Download: https://github.com/elishacloud/dxwrapper

Put dxwrapper.asi and dxwrapper.ini in GTAIV/plugins/

The following should be set in dxwrapper.ini:
DDrawCompat = 1
EnableD3d9Wrapper = 1
DDrawCompatNoProcAffinity = 1

Any other D3D translation or wrapper method can also fix it. YMMY.
