GTA 4 - commandline to improve fps and input lag
;resolution 1920x1080p:

-availablevidmem 1.0 -viewdistance 19 -detailquality 19 -width 1920 -height 1080 -novblank -refreshrate 60 -frameLimit 1

-availablevidmem 1.0 -viewdistance 19 -detailquality 19 -width 2560 -height 1440 -novblank -refreshrate 60 -frameLimit 1

set vsync in to "ON" at AMD, Intel or Nvidia Menu , not in game .
if you want set fps limiter in Nvidia driver inspector program menu , or after burner or other third party.
make sure fps limit is equal to the realtime selected refresh rate of the game and monitor.
so for 60Hz set 60 fps limit.

extra info:
-availablevidmem 1.0 = 100% of the card VRAM available.
-availablevidmem 0.5 = 50% of the card VRAM available.
etc

-viewdistance 19 -detailquality 19 = viewdistance 20 detailquality 20

-novblank = no vblank interval for vsync.

-frameLimit 1 = locks fps to monitors max .refresh rate
works in combo with -refreshrate 60
do not use "no restrictions" commands.

Texture Quality: High

Reflecton Resolutions: Low

Water Quality: Very High

Shadow Quality: Very High

Night Shadows:off

Texture Filter Quality: Anisotropic 16x

Vieuw distance 20
detail distance 20
vehicle density 51
shadow density 0

Definition On
Vsync off in game (set to "ON" at Nvidia menu or AMD menu)

-availablevidmem 1.0 doesn't work, use -availablevidmem 614300 (614300 = 6GB video memory, if your memory is different, make the correct memory calculation)

is all you need, vidmemory hasnt been necessary to use for years, the game should detect how much memory your card has by default
