1. Create a .txt file named 'commandline' in small letters without the quotes.
2. Inide the .txt file put down this info

2. Save your game and play.
Note: You can change vidmem/videomemory to your computer settings if its not 2.0.
Didnt Work? Try This if you use nvidia graphics:
Go to NVIDIA CONTROL PANEL > Manage 3D settings > program settings > select GTA IV in the select a program option > select the option ''USE GLOBAL SETTING (HIGH PERFORMANCE NVIDIA PROCESSOR'' in the select the preferred graphics processor for this program.
