Is niko bellic russian or serbian?

I know that many people think hes serbian,but i found this video here:http://www.youtube.com/watch?v=FE4Pe447Sr0

And there is a scene where 2 albanian guys threaten roman and they ask him,,where is your russian friend now?''and right after that,niko appears.
Also,if you have to buy new clothes early in the game,you do that at a russian store.
And after buying something and leaving the shop,niko talks with roman on handy and says(i had the german version so it may not be accurate word for word),,it looks like they are selling the old clothes from our country here''.

Im kinda confused....i dont care much if he is russian OR serbian,i just want to know it.
Isnt there a official statement from rockstar that says hes russian or serbian?
And btw.....his voice reminds me of italians,cant help it^^

Niko at one point literally says he's not Russian so we can rule that out. Also, at one point Roman says to Niko "you'll be better then my Serbian" which makes me think he isn't one of them. Niko's nationality is a mystery like the Loch Ness Monster or North Dakota.

If i remember it correctly(and the german subtitle isnt completely ♥♥♥♥♥♥ up)roman means that nikos english is better than romans serbian.

In "Trespass," the Russian enemies taunt Niko that "it's time to take you apart like Yugoslavia" and make fun of his "tiny Balkan brain." He's Yugoslavian of some variety.
