You can also check the CD key from your steam library without even loading the game if you need to... but why, seeing as you don't actually have to enter it at all when you install / play it. (At least, I didn't)

there in my library is this nice little windo called CD KEY CODE
and THIS window displays my ENTIRE code, nice! alt tab back to my game to type it in...

I get that this is a bit exessive, but i'm soo sick and tired of talking to 4yr olds who think they can post without reading the context of a problem. steam is THE most unhelpfull/plagued community. If a problem is posted, the responses are 8/10 fanboys, noobs, flamewar starters, and trolls.
How about you re-read my post, and try actually learning something useful. If you ALT-Tab the game will crash. SHIFT+Tab will bring up the steam overlay without crashing the game it is loaded.
However, if the window is not bringing up the last three digits when you shift-tab, go to your steam library BEFORE LOADING THE GAME, right click, click the CD key option, and then hey, guess what? YOU CAN COPY the CD key by either writing it down, or by pressing Ctrl+C and then pasting it into the game window when you finally load the game.
I guess it's just easier just to blame steam and others for your failings though, right?.
Except you CAN change the size of the CD key window.... try it: Go to your library, right click on a game (GTA4 for example), click 'CD Key' and the little dots in the bottom right hand corner allow you to adjust the size of the window.
You can also ctrl+c to copy the CD key, so then you can ctrl+v in game to paste it.
Never actually seen that problem reported, so I wouldn't say that's the -problem-, maybe it's your resolution? I had to alt-tab to mannually copy the CD-Keys back in the old days when I used to play at 800*600 resolutions.
Regardless, no need to be so rude mate, you are venting over something that is not a big issue, and it's something that Rockstar can actually do nothing over, you should post this in the Main Steam Forums, or rather send a ticker to Valve to let them know of this issue. Virtually, this thread is completly unrelated to GTA IV itself.
