Have you tried monitoring your GPU/CPU temperature while playing? Are they in normal range? Also, does that colour mess up happen immediately or after playing some time?
-I'm running Windows 7 SP1 64bit
-My drivers are up to date.
-I checked and Stereoscopic 3D is disabled
-I just loaded it up and monitored my temperatures while doing my best to play some missions and the temperatures certainly weren't bad. My CPU and GPU were peaking at about 50 and 60 respectively.
-And the colour mess up always happens as soon as gameplay begins. The main menu and slideshow loading screen looks fine.
On a side note, not sure if there's any correlation, but GTA IV is the first game to ever give me coil whine. It's very slight, but it's there.
What are your launch options for GTAIV?
Try setting another compatibility mode for GTA executables.
I would even try installing ENB graphics mod, maybe it could help?
