Check purchase history/emails on what you bought and if you HAVE bought complete edition open up a ticket on Steam Support (requires additional account)
So do you have to buy the complete addition to play both of them and will it say in your library Grand Theft Auto IV: Complete Edition
I no longer have access to EFLC even though I purchased the GTA IV Complete Edition back in 2010 but never played the EFLC. Everytime I played GTA IV in the past, the game would load up and then it would make me select GTA IV or EFLC. Well, after not having played the game in a few years, I downloaded it today and there is no option to play EFLC. In the past it was not a seperate download and as it is currently I do not have a seperate download available. Yet when I go to the GTA IV Complete Edition store page, it says I already purchased it. Yet it gives me the option to purchase EFLC.
I know for a fact that I purchased the complete edition because like I said, every single time I played the game I had to choose which game to start, GTA IV or EFLC. And I never chose EFLC because I wanted to beat the game first, and I never beat the game...
I messaged steam support and their response was that I only purchased the regular GTA IV, which is not correct. And when I view the receipt on steam, it only says GTA IV and doesn't mention the complete edition, which is wrong. So basically, within the past few years, something changed in the way GTA IV and EFLC are delivered to the user and this change has resulted in me (and others, obviously) no longer having access to EFLC and Steam is not acknowledging it.
This type of situation is not supposed to happen and makes me question Steam's reliability as a distribution service...

Ever notice that STEAM tells you that you have games in your library but you cannot see them there? Well, there is a simple solution. Try this:
(1) click on your user name in the top right hand corner of the screen. Select Account Details.
(2) Click on View Licenses and Product Key Activations
(3) When the game lists appears, scroll down to the game that seems to be missing (grayed out) and Uninstall it.
(4) Reinstall the game from the main library.
