GTA IV Camera Auto Centering Problem

Guys I saw tons of people are had the same issue that whenever I try to walk or run in the game, the camera auto centers itself. I am definitely sure I fixed it the last time I played the game somehow but I don't remember. Is there a mod that disables auto centering camera on foot or a settings.ini file type of thing that I can turn it off ?

If not mistaken this is one of the ones that FusionFix explicitly fixes although I can't now quickly find the explicit statement; may also just be a general FPS issue; current GTA4 in many contexts really wants and likes respectively 60 and 30 FPS maximum.

It introduces a frame-limiter into the graphics options if it were to not fix it immediately.
