Admittedly I haven't actually seen it be an issue myself (I suppose it may be with also DXVK in there) but again, it's not used anyway so advise here has been to keep it at 3072.0; https://www.pcgamingwiki.com/wiki/Grand_Theft_Auto_IV#VRAM_amount_is_wrongly_detected
Also, you specify "refreshrate 144" and if you intend for that to also be an FPS cap: that only works with also VSync enabled, and/but moreover again: 144 FPS is too much for the game even with FusionFix. FusionFix does solve the worst issues out of the box but leaves another ton of FPS-ssues as of yet still unsolved. See the list at

Advise is to, absolutely, install FusionFix, but to then also use its frame-limiter to cap to at most 60 or 50 FPS; 30 for all FPS-issues.
Another frequent point of trouble is people experiencing frame dips when the Steam overlay is not enabled. Not seen that one myself and not sure what it's about but in any case the advise here has then been to do (only, as much as possible) the 3 or 4 steps from the below:
