The gunplay and rag dolls are leagues better than GTA5, the driving for me is satisfying to master (though your mileage may vary), and its graphics are quite nice even today.
Its quite short though, only 10-15hours to get the main campaign dusted.
And it runs like ass on modern systems without modding (see guides section for good tips and mods to get it stable 60fps and looking great).
I recommend it, especially if its on sale.
Now its 6€ but I guess ill wait a bit more, after I upgrade my pc maybe ill give it a try.

but the story, the characters, the atmosphere, the charm are unmatched.
A mission like "Catch the wave" that has you drive a slow ass truck all the way over the map just to have your partner rush in to the action and get himself killed... making you drive the same slow ass truck all over the map again, just to get your partner killed in his boat... making you drive the same slow ass truck all over the map again, just to...
Ouch. Quite a bit of that part of the game really sucks. It's actually a major accomplishment how the game then in three last missions pulls you back in far enough to, almost, forget that part again. Almost. I like the game for story/atmosphere as well, but my advise to new players is to in fact be completionist about the game; do the side-missions, races, screw around, ....
If you don't like I did not now you do need some real tolerance for poor cliche writing to sit through all the mafia crap.

For me, GTA4 is the best GTA
Story, missions and friendships.
