also what do you mean by

Framerates over 60 are an issue for, at least, bike mechanics, melee combat, some mission loading screen hangs, boating speed determination in a certain timed TBoGT mission, bug-out as to getting stuck in the garage in another, so on, so on -- and let's certainly not forget the famous last mission glitch which is already below 60 an issue.
You quickly learn of all those when you spent any time on e.g. this forum. The game being designed for the max 30 FPS of PS3/Xbox360, and its engine using frame pacing as a timer source, means it regularly craps all over itself with anything significantly higher.
I.e., sure one can ride around liberty city with an impressive FPS counter in the top-left corner of the screen. It's just that it's useless and dumb fetishism that serves no purpose other than screwing oneself over.
You ll need DXVK to even get close to 140 fps on this game as the normal directx 9 mode runs horrible even on a 13900k and stutters even worse but its possible with DXVK although i dont think all the effort its worth it but if you are up for it, disable night shadows, put shadows to medium and set view and detail distance no higher than 25.
Heres me running the game at 147 fps cap(the lower the cap the less stutter you ll have) on dxvk 2.0 async with a 5600 and a underclocked gtx 1080 https://imgur.com/a/DfLO1ml
how did you unlock the fps to get 150? how did you do that? you have a 1080 and i have a 1070, there's no way i can't uncap it over 60fps, that's impossible just by that image proof
so how did you do it?
