Generally/in theory I would really disagree with a post such as yours. I.e., if you can not or don't want to ♥♥♥♥ about with 15+ year old essentially PS3/Xbox360 games on modern PC hardware then please consider not ♥♥♥♥♥♥♥ about with 15+ year old essentially PS3/Xbox360 games on modern PC hardware while the rest of us retain the option of said ♥♥♥♥♥♥♥ about.
Unfortunately "GTA IV: The Complete Edition" sort of interferes with that standpoint due to both being and not being a 15+ year old game. I.e., yes, it core-wise still fully is, but was still as recently as 2020 "upgraded" to (remove multiplayer and) foist Rockstar's mandatory private DRM/account on you just so that they could keep selling you it as playable on current systems.
So, yah, sure, have them fix it. But it's at the same time via the existence of FusionFix not exactly rocket science to do so yourself:

No it's absolutely not simple as that, you must have a dated PC build as that is the only way to play and experience this game without issue. Windows 11 users and especially windows 10 users experience issues like not even being able to OPEN the game from the launcher... not usually by default. Also for people like you, Windows 10 on older hardware produces better results when playing older titles, but the game shoots itself immediately in the head with the thought of running on current gen hardware and OS. "sry" to say but you ONLY seem knowledgeable on "pc gameing" So please keep to yourself in my discussion, what you have to add is not helpful.
