Report a translation problem
I have since added the ‘Fusionfix’ mod which has fixed the framerate/frame times and I haven’t crashed since.
Installing it is a simple matter of unpacking

to <SteamLibrary>\steamapps\common\Grand Theft Auto IV\GTAIV\
"<SteamLIbrary>" is on Windows by default C:\Program Files (x86)\Steam\
Note; uninstalling it again is just removing what that .zip added: you'd remove or rename its "dinput8.dll" with or without also removing its "plugins" and "update" directories there.
FF unfortunately sets "Skip menu" by default which has many new users then unaware of how to start the DLCs; switch it off in the game menu. Also, even though FF fixes a few things OOTB already, it's best to use the frame-limiter it introduces to the game's graphics options to explicitly limit to f.e. 50FPS, or even 30FPS for all FPS issues.
I already limited the game to 60 FPS, it doesn't work.
Now I limited the game to 30 FPS, it doesn't work either.
FusionFix does more than (allow to) limit FPS. Not sure it'd fix this issue as well but you'd still want to try that first. If you can't because you e.g. downgraded, yes, well...
The only context in which I find the problem is having "Simple Native Trainer" installed. If you do have that, seems you need to turn off "sleep mode" in it -- but the basic answer in that case would more be that no one is going to be able to debug whatever random assortment of internet crap you've stapled onto your game other than you. Have fun :)
But if FusionFix doesn't fix it AND not anything like "Simple Native Trainer" is involved: sorry, no idea.
Edit: I found the "sleep mode" in the Trainer, turned it on and off, the bug is now fixed. Thank you!
