But you can import your car mods using Vehicle Mod Installer http://www.gta4-mods.com/tools/gta-iv-vehicle-mod-installer-v13-f14302
It has an option where you can specify the car name during import. Also modifies vehicles.ide and handling.dat automatically if it finds the import data (eg. in a txt file).
So, in order to change car names in game, that file needs to be modified. And the only way (that I'm aware of) to do that is use Vehicle Mod Installer.

2) Check that all sections show up as green (if any are red, something is wrong with the mod)

3) Select the car you want to replace from the list. At the top, type in the car name you want to use.

1) the data lines are incorrect
2) they are not correctly detected by the program (sometimes happens)
The data should look like this. Single lines inside a txt file, the three lines can be and usually are in the same txt file. Just make sure they are all single lines and have a few empty lines inbetween so they don't mix up.

If the lines do not look like this, they are incorrect and need to be skipped. The carcols one might have fewer numbers sets though, the other two lines need to have these exact number/text sequence.
