Truth is, it should have been announced back in March, alongside the sales that Rockstar was doing on Xbox/PSN/Steam with the 6 month anniversary of GTA V, but it wasn't meant to be.
I can't really say much on the subject, but there's a party throwing a lot of money at Rockstar, but not explicitly to keep the game off the PC as you may think that's why money is involved. Wait until May, everything else is a lie. No one knows anything else and is lying, the retailers are lying, etc.

Look at Rockstar's newswire, as it's the only trustworthy source of information. Don't get scammed by GTA V beta e-mails or by anyone claiming to sell it. The game hasn't even been announced yet!
Sorry you got scammed, although. Perhaps you should contact Ebay and alert them to this user's fraudulent sale?
They should have announced it already. The fact that it hasn't been announced yet means it will never get a port.
