Try username/appdata/local/rockstargames/GTAIV/usermusic

On Windows 7, put your music files in the following folder, which you have to create yourself:

C:/Users/[username]/My Documents/Rockstar Games/GTA IV/User Music/

If you've run the in-game benchmark, you should have a sister folder under the GTA IV folder called "Benchmarks". Likewise, if you've created in-game videos, you'll find a sister folder called "Videos". The "User Music" folder goes into the same folder as those two sister folders.

I had this problem too. for some reason GTAIV doesn't process the files correctly if you put them in the User music folder. no matter if its the folder in my documends or appdata.

what I did to get it to play:
1. removed the mp3 files from the UserMusic folder and placed them in the folder I usually keep my music.
2. right click the music file, go to 'send to' then 'destop (create shortcut)'
3. copied the shortcut I just created from my desktop to the usermusic folder in my documends.

GTA Settings:
Independs FM Mode = Sequential
Auto Scan = on

Windows 7 ultimate 64-bit
