Hi what I have done to get GTA IV working on windows 8.1 with the great help of the community is

1. I added all the following text to the Set Launch Options, which is located in the properties of the game.
-nomemrestrict -norestrictions -availablevidmem 20.0 (if 20.0 does not work try different numbers but it must always finish with the .0)

2. Goto C:\Program Files (x86)\Steam\SteamApps\common\Grand Theft Auto IV\GTAIV then right click on the .exe and then click propites then compatabilty, and I ran the Run compatibility troubleshooter and follow all the instructions it gives you, and then remember to save the settings it finds that works

3. I Went to control panel and Uinstalled all microsoft visual c++ 20## redistributable from your computer then install this version:
