Not really.
GTA4 is poorly optimized, and turning off VSync (which locks me at 55fps) will just make the game stutter a ♥♥♥♥ ton. Which is absolutely horrible for driving.
Get GTA4 for xbox, or buy him GTA5. If you already bought the game, I feel bad for you.
But just an example, you have to sign into steam, games for windows live, and rockstar social club.
I get about 70 at most, 60-50 normally, and it'll even drop from 40-20 if to much is rendering at once. Which will happen often since the game is so big.
NO MATTER HOW GOOD YOUR PC IS, PREPARE TO TURN DOWN SETTINGS AND ALSO LOOK FOR "GTA4 COMMANDLINE" AND INSTALL IT INTO THE FILES.
