GTA IV 100% Video Ram Fix Above 2.0GB
A way to fix the annoying way under specs vram in GTA IV is to create a text document in the GTA IV installation folder (ie: C:\Program Files (x86)\steam\steamapps\common\GTAIV\GTAIV) called commandline.txt and put the following text in that document: -availablevidmem 2.0 and then save it. On my pc it adds hundreds of MB so i put in -availablevidmem 20.0, and i now have something like 1994MB or something, but keep adding in numbers untill you get to the right one. The other -norestrictions works but your game might crash or break because it still tries to take the grater number out of the lesser (ie: 655MB of 25MB) it is illogical for the game so it won't work right.

Good job, thanks!
This issue is covered on the pinned thread at the top of the forum, and the -nomemrestrict -norestrictions command lines *DO* work. The game simply ignores the Red Text Warning on the Graphics Settings menu. The numbers are still there, but they are no longer taken into account by the system auto-config. See my detailed benchmark results screenshots in my profile if you don't believe me...

You are talking about an issue where it detects that you have more than 2GB VRAM but gives a warning, i am talking about an issue where it is drastically underrated for example, i have a pretty good laptop that has 2GB of VRAM, but it detects that i only have 27MB of VRAM even though i have 2GB, it cannot detect the syntax of taking more than 27MB of VRAM therefore it will cause an unhandled dll fault (debuged with VSU2013), if it detects that you have more but doesn't use it than it will still read the 4000+MB and use it, even though it says it exceeds the minimum. Hope that helps. :D

This was all I needed-
(tested in-game, worked perfectly at max settings)

Steam -> Library -> GTA IV (right-click) -> Properties -> Set Launch Options... -> -nomemrestrict -norestrictions -availablevidmem 4096 -> hit Ok.

4096 is my graphics card's available video memory (vram) in MegaBytes. Enter Your card's memory in XXXX-value for MegaBytes.

This was working - ironically, when I had my card's memory typed in wrong - and now that I've corrected it, the stupid ♥♥♥♥'s broken again.

I've played GTA for 70 hours, and I've spent about 30 hours just trying to get it to work.
