Back on topic, I've gotta second the vote for Sleeping Dogs. It's a much better game. The cars handle better (everything else you do in GTA IV is so over the top, so why the emphasis on making the cars handle "realistically"... right down to the point of skidding a whole block past your turn if you try to drift around a corner at full speed?); the bullet-time slow-mo means shooting while weaving through traffic isn't a complete pain in ass (and GTA IV has you doing a LOT of shooting while driving); and it's just plain a better made, more optimized PC port, running at consistant speeds at decent settings on reasonable hardware, whereas GTA IV is notorious for throwing the occasional fit, even on some decent gaming rigs. Oh, and no GFWL to potentially shut down and brick the game in a month.
The only thing to keep in mind is, as one of the characters will point out, "Guns are something of a rarity in Hong Kong [where Sleeping Dogs takes place]." There will still be plenty of opportunities for gun fights, but you won't be tripping over hardware or collecting massive arsenals like you do in GTA. Most of the combat is hand-to-hand. Fortunately, the combat system works really well. Still, if you need to have a gun on hand at all times, I think you're missing the point, but Sleeping Dogs will probably wear on you after a while.
I'd honestly recommend either Sleeping Dogs or Saints Row III (SR IV is probably better, but it turns so much of the formula on its head it basically became a separate genre unto itself) over GTA IV any day .
In short, SD improves on GTAIV in almost every way, it's by far the better option. I always found GTAIV to be overrated, but Sleeping Dogs is worthy of all the praise and attention it received.

Theyre both good games buy both on sale should be under 10 for both.

its not worth the head ache u will get
sleeping dogs is a much better port anyway, and more fun
gta is NOT better, at all, esp for anyone on any new machines,
most cant get the game to start and if you are lucky enough to only about 1/10 can get the game to run and without issues, me i can get it to run but the lag is so terrible i cant play muchless mod,
only 2 games out of the gta full pack even run on my machine win7 64bit with 4gb video card

you do understand its very old yes? no?
you do understand ive tested it on a 512mb gpu with xp pro sp2 and the game runs pefectly with no command edits because its in its native os and hardware, new stuff isnt meant to be
and yes not only am i implying it runs on 512mb vid ram, but it does so better than my 4gb vid ram with custom command line and no no (-nomemrestrict etc are bad commands rockstar says) they are generic and there are very specfic lines of code for the newer os's and cards
rockstar themselves gave me a 58 line commandline.txt
but mate this game is old, look at the specs then set the graphics to highest everything and tell me how much vid ram its really using! it says right in the menu
its about 400 ish mb vid ram, or LESS
sorry pal your turn to google or just use steam, and see 512 .. will and does run this game far better and a command lined 4gb card for me.. and most others
pfft im outta this thread, to many kids that think this game is new or something, not sure how u dont understand that this game was meant to run on that old hardware,
look at the steam store, see the os' supported, and how much mem and vid mem and cpu u truly need (its next to nothing)
GTA 4 will be removed from steam since it uses GFWL and that is shut down so you cant save your game or anything.
