GTA V online is a literal scam with their crazy overpriced "free" content that requires players to invest huge amounts of time or money in order to buy it. This combined with the way they have allowed cheaters to completely run free for years makes GTA V online a flaming dumpster fire of human excrement. (Especially since they just recently added an insanely intrusive malware masquerading as "anti-cheat" that doesn't actually prevent cheating at all)
None of your other points matter because of course a newer game is going to have newer technology. If they recreated GTA IV in all it's detail and polish using the newer engine with it's technological advancements and things like the revamped weapons wheel, GTA IV would be 1000x times better than GTA V instead of just being 100x better like it is now.
I mean, just more detail on the Single City part. GTA V def has the most impressive map, but, since GTAIV is just one single city I feel they made it more detailed and much easier to navigate and learn the layout.
