GTA 4 - Changing Resolution outside of game

Is there a way to change the resolution without accessing the game, because I tried lowering it see if it would solve this cutscene issue I have been having and now the game will start running, but the window will just disappear as if the minimize button is being pressed.

Delete/rename %LOCALAPPDATA%\Rockstar Games\GTA IV\Settings\SETTINGS.CFG

Note; %LOCALAPPDATA% is a Windows environment variable that you can use as is in an e.g. file-explorer location bar. Normally it's C:\Users\<you>\AppData\Local, but that AppData folder is hidden by default.
