Game runs like ass. DXVK only makes it worse.
I already made a post complaining about DXVK but I also thought I'd like to mention that the game just simply runs poorly to begin with. Anyone got any tips? Radeon RX 6700 XT 12gb VRAM, Ryzen 7 5800x 8-Cores, 48gb of RAM.

It's not the same topic. The first one was that DXVK simply didn't help, this is was a more broad complaint on how the entire game runs like ♥♥♥♥ either way.
if you still haven't found the fix, i had the same issue and this worked for me :
there's a file named "dxvk.conf" in the game's folder you need to set these two values to 1

dxgi.maxFrameLatency = 1
d3d9.maxFrameLatency = 1

if you don't have "dxvk.conf" then create a .txt document, add these 2 lines then save it as .conf

Thanks but how do I uninstall DxWrapper? I heard DXVK and DxWrapper aren't compatible.

Thanks but how do I uninstall DxWrapper? I heard DXVK and DxWrapper aren't compatible.
just remove the files you put in from dxwrapper.zip like dxwrapper.asi and dxwrapper.dll and everything related to it

dxvk alone, along with fusion fix works just fine for my gameplay had 0 issues throughout the entire 100% completion gameplay

With my experience with DXVK been amazing. I had a few complaints with it with some graphical issues with mirrors and such but those been fixed over time. As well it will stutter abit here and there due to it building a shader cache over time. Once its high enough you can just play through with no issues. On my old PC which was a RTX 3060 12GB , i7-3770, 16GB of DDR3 ram at 1600 , 2TB HDD it ran like 75-120 is I tried to go for 120FPS on console equivalent settings at 1080p. Now with my PC I use which I carried over my HDD (till I get a NVME SSD) and my RTX 3060 12GB with my new i9-12900k, 32GB of DDR5 ram at 6400. I can easily keep a clean 120+ FPS with the same settings at 1080p. As well I didn't do the config editing or anything DXVK it just worked fine. All I can say is just play the game and let the cache build up.

This is achieved with 25 Watt power limit.

I can confirm with my desktop Linux setup it will not stutter and frames are about ~90fps with 2560x1440 resolution. Everything maxed except shadows.

I think people want to max the game out at this stage, ultra shadows and night shadows really improve graphics and you're missing out on a lot by disabling them. On Arch Linux, I can say that the game runs slightly better than it does on Windows, but the difference is not massive as long as you use DXVK in Windows as well. If you use D3D9 in Windows, it's gonna be a nightmare compared to Linux. Other than that, it needs the same exact fixes I'm using on Windows.

No one cares about graphics if it means your game will run in a slideshow as a result. No shadows is a small price to pay to jump from 60 to 90 fps.

So we take it you have been watching "slideshows" all your life on television, through movies, etc., at their 25/30 frames per second.

What more FPS does for games is lower latency -- which however is also particularly irrelevant for a game designed to run at sub 30 FPS on PS3/Xbox360 back in 2008.

I'm sure you will disagree; this FPS-humbug rather reminds of "audiophiles" so let's just congratulate you on your golden ears eyes brain and call it a day.

No one cares about graphics if it means your game will run in a slideshow as a result. No shadows is a small price to pay to jump from 60 to 90 fps.
This changes quite a lot of things, because if you're getting just 60 fps (uncapped of course) with everything maxed out, then there's something wrong. I don't know if this is related to AMD, but it's still too low. I used to get 90 fps on a GTX 960, and I get much more here. Given that it still gives stutters, because the game WILL stutter above 85 fps no matter what you do or what system you run it on.

I doubt it's about shader compilation. I'm successfully using DXVK here on both Windows and Arch Linux and I get no stutters in GTA IV. There are stutters if you go above 60 fps, especially above the 85-ish, which is completely normal and when I checked with my friends they could all reproduce. It's simply not due to DXVK. If you can't even exceed 60 fps in general and are hardcapped there are most likely other issues.

He/she didn't say they could not get above 60 FPS, just that even with FusionFix the game has more issues then. Which is true; see the also above pasted in link to
