No worries, obviously make sure you have the latest games for windows (GFWL) installed https://support.rockstargames.com/hc/en-us/articles/200148656-Downloading-the-latest-Games-for-Windows-Live-version
Also if you have a modern machine with a GPU with say 2-3Gb or more memory you may need to add -norestrictions -nomemrestrict to the launch options in Steam to be able to change the graphics settings from minimum.
Also a good idea to make a backup of the install directory before installing the mods just in case.

That's probably because it's on version 1070, I tried again last night to downgrade to 1040 but it refuses to launch.
Bluegamer, can you post the exact steps you took to get 1040 running please? I've deleted all traces of the game , GFWL, Social Club and the mods so will start again.
also, i'm concerned about this limit number of installations with securom. if i used revoke tool, will i use same activation if i install the game again, or a new one will be used?

The issue I had was there's no Anti-Aliasing in GTA IV so I enabled it in GeForce control panel, it made things look much smoother but it has a very strong Post Process feel to it which I'm not really a big fan of.
The extra textures aren't supposed to cause an FPS drop so I'd install them but maybe run ICEnancer on one of it's lower settings. I think you can choose which ENB settings to use in the readme.
