Report a translation problem
Once you have downgraded to 1040, download the ICEnhancer mod (mirrors[www.facebook.com]) and make sure you get the 1040 version, which is the first download link listed on that page I just linked.
Once you extract it, there should be a readme file and a folder called "1040". Copy the contents of the 1040 folder into your GTAIV folder and click "Merge" and "Move and Replace" whenever it asks you about overwriting files.
That's literally all you do. The only tough part is downgrading to the 1040 version.
For the different texture packs, once you download and extract the files (again, in the link I placed above) you'll find a readme file which will tell you to simply replace a certain .img file in your GTAIV folder.
For instance, if I wanted to install the DKT Roads texure pack, I would download the .rar file and extract it somewhere with 7-zip. Then, in the DKT_ROADS folder, there would be two files: READ_ME.txt and gtxd.img. The READ_ME simply says to copy gtxd.img to \...\SteamApps\common\Grand Theft Auto IV\GTAIV\pc\data\cdimages and overwrite whatever's already there.
All the texture packs are roughly the same thing except for the metallic paint one in the "extra texures" pack which requires OpenIV to open an .img file and I haven't tried it out myself.
To answer your other questions:
1. I did this yesterday (7-25-2014 for those of you reading this in the future).
2. Those frame rates are abnormally low. My specs aren't as good as yours and my performance is closer to that youtuber guy.
3. Not being able to change the settings is unusual. Make sure you make backups and test the 1040 version once you downgrade. I didn't encounter that problem myself, but my wild guess is that you deleted something you shouldn't have.
4. If I recall correctly, I avoided all my problems with that Rockstar Social Club application by making it not open up at startup. (Search "msconfig" in the start menu>click msconfig.exe>Navigate to the "Startup" tab> scroll down and uncheck the application
called "Rockstar Games Social Club") and I avoided any issues with GFWL complaining about an obsolete version of GTA4 by installing XLive Less[gtaforums.com]. XLive Less will create some problems with the text in the menus that can be fixed at the bottom of this page[www.gtagaming.com]. I never see that other Rockstar Games application now.
You might also want to check out the pcgamingwiki[pcgamingwiki.com] page because it goes over all this stuff as well.
Side note: XLive Less changes the folder where the game saves are located, so if you want to use it, you have to copy them over from \<your name>\AppData\Local\Rockstar Games\GTA IV\savegames to\<your name>\Documents\Rockstar Games\GTA IV\savegames. XLive Less is one word by the way. Steam just censors XLiveLess out without the space...
And finally, if you downgrade to 1040, multiplayer won't work. Thought I'd let you know.

I can manage to get it into 1920x1080 but I have to click and hold the mouse cursor over that setting and press space bar to apply the setting, for any of the other settings I can change them but they change back to standard (off) before I can apply them!
I have tried adding the -norestrictions launch commands etc but nothing has solved it, I can open EFLC and change the settings just fine but just not with GTAIV on 1.0.4.0

1. can icenhancer 3.0 be used with 1.0.7.0 version on steam, so i dont need to downgrade to 1040?
2. installation procedure. i basically just download 1070 4.5MB file and extract it to game folder, then download ice 3.0 patch and install it and that's it? and for eflc same procedure? and how cant it be that this mod is so small, i mean 4.5MB for this amazing graphics?
3. additional textures: vegetation, road and extra textures. are they optional? are vegetation and road textures already enhanced with icenhancer mod?

I get pretty much solid 60fps with 1070, everything on max with all the extra texture packs on a similar machine. I'll give 1040 another go later on.
Yep you got it.
1040 has better graphics than 1070 but it's much more straight forward and online will still work.
Additional textures optional but I installed them anyway, it actually runs better than the vanilla game on my machine at a solid 60fps 1920x1080
