To easily install vehicles you could use the "Vehicle Installer": http://www.gta4-mods.com/tools/gta-iv-vehicle-mod-installer-v13-f14302
Just be careful not to add too many vehicles to the game to avoid the taxi bug, there is a fix for that, but it's not perfect.
To enhance graphics this ENB is compatible with the steam version 1.0.7 and has no red sky bug: http://www.gta4-mods.com/misc/gta-4eflc-1070-1120-enb-classic-settings-f27024

You can use openIV later, when you get more familiar with all the possibilities and mods on GTA IV, some mods require to replace games files I would avoid that in the beginning, the game can easily get pretty unstable and crash.

Download the mod from here:

Once you've downloaded the file unzip it to any location you can find easily, like your desktop.
Open SparkIV and follow the steps on this video, import the new files to replace the original, click on rebuild and save after that. You will find the character on Ilyena Faustin a random ped, you'll have either to find her in the game or use it as a player.
