It's dependant on the mod not all mods require you to use OpenIV. OpenIV is just an app that allows you to replace files within compiled files in GTA. Another thing when using mods you need to make sure to have scripthook, xliveless and filelist replacer. You need that at the very least. There are variants of scripthook and xliveless but those are the ones i'm using and work fine with 1070. Also you need to be using lauchgtaIV.exe or your mods will not work.

Before you start modding your game, make a copy of your GTAIV folder and keep it somewhere in your HD, just in case you need to restore the game, it's easy to get things messed up and you won't need to download all the files again if something goes wrong.
This website has a good resource for GTA IV mods: http://www.gta4-mods.com/
To easily install vehicles you could use the "Vehicle Installer": http://www.gta4-mods.com/tools/gta-iv-vehicle-mod-installer-v13-f14302
Just be careful not to add too many vehicles to the game to avoid the taxi bug, there is a fix for that, but it's not perfect.
To enhance graphics this ENB is compatible with the steam version 1.0.7 and has no red sky bug: http://www.gta4-mods.com/misc/gta-4eflc-1070-1120-enb-classic-settings-f27024
Here is another ENB for 1.0.7, no red sky bug: http://www.gta4-mods.com/misc/cryenb-v2-1070eflc-f28846
Simple Native Trainer, can be useful to spawn cars and test weather on graphics: http://www.gta4-mods.com/script/simple-trainer-version-65-f2115
You can use openIV later, when you get more familiar with all the possibilities and mods on GTA IV, some mods require to replace games files I would avoid that in the beginning, the game can easily get pretty unstable and crash.
Here is a little more info about mods: http://www.gta-modding.com/iv/tutorials/
The sky is the limit, almost everything is possible even an DeLorean going back and forth in time: http://youtu.be/xxPVEMmZMgg?list=UUJ30_J88BYsjX6YgxXRCnQQ
I hope it helps a bit. Happy modding! :)

But if you still wanna try to install the Frozen mod, here are a few steps:
Download Spark IV from this link:
http://www.gta4-mods.com/tools/sparkiv-065-for-gta-iv-1010---1060-f4774
Download the mod from here:
http://www.gta4-mods.com/player/elsa-the-snow-queen-f27164
Once you've downloaded the file unzip it to any location you can find easily, like your desktop.
Open SparkIV and follow the steps on this video, import the new files to replace the original, click on rebuild and save after that. You will find the character on Ilyena Faustin a random ped, you'll have either to find her in the game or use it as a player.
Here is the video:

PS: It's better to watch this video on youtube, it looks too small and unreadable on steam browser. Open your browser and navigate to youtube and add this to the url: /watch?v=txKmvvNPo6c and press Enter.
