And - besides its flaws - it's still one of the best GTA ever made.
You don't need high-end graphics for good games.
It also had consistent 60 fps on highest settings on my old GTX 1650 + R5 1600 3 years ago ;-)
That's been the best performance I ever had in this games the last 15 years.
Now I have a RTX 3050 + 5700x and I had to do a lot of tweaking (like superscaling the graphics) in order to maintain a smooth experience.
But I'm still thinking about building an additional PC using the old hardware for older games.
The combinatation of bboth GTX 1650+1600 was an absolute dreamteam.
I'm on a 3080ti, i910900k, 32gb ram,
before I was on the same set up but with a 2080. That was last year and it ran really bad, like a lot of stuttering. The 2080 had me playing red dead 2 and GTA V no problem so I know the change of the card isn't what fixed it.
Guess rockstar finally optimized this game? idk.
1: I just played through the remaster of Vice city & San andreas
2: I am having fun trying out games with a potato I built for free
3: GTA V uses too much storage space on my potato

AFAIK original requiremrnt were like 256 MB of VRAM and an Intel centrino dualcore.
I used the original game to play on a office notebook from 2009 ^^

t's pretty good going considering how many rigs were high end then ad played it worse lol.
GTA4 had always performance issues, even back in time, even on high end machines.
It didn't make a huge difference what rig you own.
You only had the choice between heavy stuttering or less stuttering.
We all knew that we don't play GTA because of graphics and issues were always expected.
the GTA IP was never known for great graphics, no matter on which platform.
But we simply didn't care that time because it was GTA.
People were more relaxed than nowadays and our mindset was different that time.
I should try running it with my GTX 260
Actually, without the need of mods, this game runs even better on older hardware than it does on current one
