Reason why you can't launch game is enough for me to use fitgirl repack, even while I have steam release. This game loses with every update, so I have enough. I had exactly the same problem as you 2 years ago, and it lasted year (!) Yes - I couldn't access my r* games for year. I contacted my internet provider to change my address, and it didn't worked. Some regions of the world are randomly blocked and you can to anything - even access r* page.
First of all i had one goal - set any antitaliasing or 4K resolution. It wasnt possible with vanilla game exe.
It is possible with DXVK ( 1.7.3 - otherwise you get visual artifacts) or DX wrapper. Then all what i set in avideo driver actually work - so did virtual super resolution.
However there are issues with all thos wrappers - game heavily stutter on DXVK no matter what i do - tried possible fixed - no luck. With DX wrapper everything runs ok, but only for 15 minutes (around). Then frameskipping stating and physix weirdness.
So i guess i have to use lower game resolution and upscale it to native via RSR - i'll get antialiasing.
Sometime I get this issue when using DSR. but switching to one monitor only solves the issue.
Even on Steam Deck 800p this game looks awful without proper antialiasing.
Luckily Deck has option to set rendering resolution (up to 4K) higher so with this method game is using SSAA.
Of course 4K is too demanding for Deck but 2560x1440 (30fps) gives good visuals and playability.
