I tried this for many hours still got No-thing.

My first crash set up the physics of the swing and the second crash is where I get launched into the air.
Not certain, but if you just really can not get the thing to pop I would start to suspect this is yet again one of the FPS-dependent ones. That is: this old PS3/Xbox360 game needs less than 60 FPS in many contexts, and less than 30 FPS for some corner-cases. If you are not explicitly limiting FPS already, try limiting to 30 for this achievement.
To limit you can use e.g. commandline.txt as per https://steamcommunity.com/app/12210/discussions/0/3805028677407970493/ (use of course "-refreshrate 30" in this case). Or so as to possibly do also a bit more, limit to 30 via FusionFix: https://github.com/ThirteenAG/GTAIV.EFLC.FusionFix
Since I myself replayed this on not (in the context of this 2008 game) very capable hardware anyway, I'm not sure -- but by and large this game runs fine at 30 FPS, mostly fine at 60 FPS, and very regularly craps all over itself on anything significantly above. Depending on your hardware you may supposedly just be in a "FPS sour spot" insofar as being unable to grab this one.
Mind you, I doubt it -- but please report if indeed you now get it easily on 30 :steamcurious:
EDIT: Just now started up the game (am normally not on a Windows system...) and I believe to see that generally "-refreshrate 30" wil not in fact be possible via commandline.txt; that only the rates are available that you can also pick from some selectable video mode in the normal in-game settings. There's more options for limiting FPS -- but I'd then go with FusionFix.
Just got in the car and drove to the swing.
Tip: use e.g. https://www.ign.com/wikis/grand-theft-auto-4/Pigeons, set in-game vehicle density lowest, do them during in-game night only, use only a pistol save for the few for which you need a sniper, and look around before pulling the trigger. This all to forego constantly acquiring a wanted level and having to drive halfway across the damn map to shake it.
EDIT: By the way, and just in case someone else finds this thread later: also save after each 10 or so, since a deceased pigeon doesn't trigger an auto-save.

199 pigeon and one is missing.
I followed a video on youtube carefully and did everything same but in one place pigeon didnt spawn. So I am quiting this 55/55 achivement rush. leaving it 53/55. unfortunately...
It's possible that you got the now not spawning one by accident and while not noticing it during normal gameplay, and that you have a legitimate one left. For me it was one on top of the statue of liberty, I remember.
Try going to gtasnp.com, upload your save, and on the save page click under "Save Information" on "Collectible Map", then "Pigeons". Will hopefully/probably show you an unexpected missing one.
