Solution for the game GTA IV getting stuck when first starting / loading a game
I found that there were already 2 more topics :

but despite trying everything the game still got tuck when I start the game (the game freezes at the beginning and some times I had to restart the game 10 times until it actually started) . . .
However I found a solution of my own and thought sharing it (afterall many times I have been helped myself by friendly people here ! ) . So here it is :

- First of all , keep in mind that at the beginning the game starts a second exe file (the PlayGTAIV.exe) which might stuck eitherway and there is nothing to do about it .
Don't worry about this ; it only happens rarely . The problem is not with this stupid exe , but when the game itself starts and gets stuck during loading time at the beginning . So just ignore this rare problem . (if this problem will actually take place , the game won't even start , so simply restart it again ; just like that) .
- Before doing the main trick (described below) , do this :
Set compatibility to the game (the file : GTAIV.exe ) to : Win7 (yes ; that is Win7 without the service pack) .
This should be done, in order for the expansion pack to play (otherwise won't play even with the trick below) .
- Now the main trick :
Start the game and when in the main screen (where picking up if to play the main game or the expansions) do these :
+ Press ALT+TAB to bring the game down and show up the desktop .
+ Bring up the Task Manager (either by ALT+CTRL+DEL or by right clicking on Task Bar and selecting "Start Task Manager") .
+ Right click on the game's procesus (GTAIV.exe *32) and select : "Set Affinity..." .
+ Disable all sub-cores of your PC processor but leave the first one enabled (called CPU 0) .
+ Bring up again the game itself (click on its tab at the Task Bar) .
+ Select the game you want to play (main game or an expansion) .
It might take a bit more time to load up and might even show a colour distortion on the screen or a stuck during loading , but it will only last an instance . Just wait and the game will actually load without problems !
+ Then press ESC to avoid the game show 3d graphics (it won't create a problem if don't do that , but it will get slower if not) and again bring down the game (ALT+TAB) .
+ From the Task Manager select again the game and set all cores to be active again (from the Affinity option) .
+ Close the Task Manager .
+ Go back to the game and play .
