We understand that you are unable to log into GTAIV using the Social Club.
In an attempt to resolve this issue, we would recommend you to please try the below mentioned troubleshooting steps and see if the issue resolves:
We have received some reports about Social Club is unavailable or valid logins resulting in an "invalid user name/password" error when trying to play GTAIV on PC, and we are looking into this now. Except during maintenance periods or other instances of Social Club downtime, "Social Club Unavailable" messages in the GTAIV launcher are most often caused by firewalls, connectivity issues, security or VPN settings, or the use of mods/cracks.
If Social Club is available for you, but the launcher says that you are using an invalid user name or password, please test on the Social Club website to verify that your information is correct. If you can log in to the website, but not the GTAIV launcher, please follow the steps below.

Also make sure that you have downloaded the latest patch for GTAIV or EFLC:

Finally, make sure that you are launching GTAIV using the Launch GTA IV.exe file and NOT the RGSC (Rockstar Games Social Club) standalone application and NOT any shortcut that may have been created prior to patching the game.
The patch mentioned above removes the need for RGSC, and if you continue to launch the game using RGSC (or if you do not have the patch and the GTAIV launcher opens RGSC for you) it is possible that your user name and password may not be recognized. There is still a Social Club login screen after installing Patch 7 but it is part of the main GTAIV launcher rather than a separate application.
If you are still receiving an Invalid Username/Password error and you are able to log in to the regular Social Club website without any problems, try validating your account if you didn't do it when you first signed up. The following article will walk you through the steps for having a validation email re-sent so that you can click the link and confirm that you are the owner of the Social club account.

So have I (well 2014, but close enough.) I bought it on Steam after I coudln't get the DVD version to work anymore and Rockstar support wouldn't help there either.

In order to resolve code issues, we require certain pieces of information. Please reply and provide the following:
Photo/scan of the receipt for the game showing the date and amount of purchase.
Photo of the physical disc/box accompanied by your email address written on a piece of paper in the photo.
Photo/scan of the Code Sheet clearly displaying the code.
The activation serial key typed into the text body of the request.
We review these requests on a case-by-case basis, so please provide as many of the above items as possible. Once we verify the above information, we will add this to our investigation to come towards a resolution.
