Paul.dll is the SC launcher itself that's executed by the exe's that steam preferably uses. It skis the launcher and makes the game go in offline mode, like op mentioned; multiplayer won't work. This is also a pointless method since you can press "play offline" anyway

EDIT: it worked for me...
I downloaded the update & ran the UpdateTitle.exe and it opened the Social Club login afterwards, where I then was able to sign in normal again. I'll make an edit to say if it still works or stops after sometime. Thanks!
