Not impossible. You just haven't looked/tried hard enough. There's a wealth of information on the net/forums of how to remedy the issue
I got a Virus from that websire and now my computer is slow as a sloth. Thanks for absolutely nothing.

Although I purchased GTA 4 via steam, I start the game via the GTA exe file not the Steam "console/program".
Umm actually i'm sorry to correct you, but you are wrong because the Games For Windows Live servers are still alive and well. I know because just last month I was able to log into them with my old GFWL account I made in 2008. The GFWL Storefront closed down, sure but GFWL is so so much more than just a storefront. It has several different parts just like your body.
I understand that the "hydra" has many heads, GFWL was retired and and replaced with XBox live. Before the retirement of GFWL, users were urged to use up thier "credits" before it's demise. A google search will give you the same answers as will how to get GTA4 working on windows 10 which was my intention to help you with.
