I understand, and i did try that after i made this post, but i've had a relative of my mine have his steam region changed to UK because he used to have steam run in the background while he had his VPN on, and that sucks big time, i'm not gonna risk it over this game, would've been nice if it was just like every other game i own but for some reason Rockstar said ♥♥♥♥ you this time.

hey brother, I just bought the game and am having exactly the same problem. how did you fix it?

you could either wait for it to get fixed or you can use steam cmd to download the game files via the depot, you own the game so you can download it's files. I recommend downloading the latest so you get all of the episodes then using a downgrader to at least version 1080 if you want to be able to play the episodes and use mods.

Hey man, I'm sorry to hear this happened to you too, As i stated in my last comment on this post the issue got resolved on it's own and ever since that comment i can download and install and play the game whenever i want without any trouble, Using a VPN is the only method i know that works but it has drawbacks and risks of it's own, If you don't mind playing games that are downloaded from not-so official sources then i'd recommend you to just do that instead but if you don't want to then use a VPN.
