yep. I wish there is a solution.
Admittedly I do have a bit of an idea how that one's going to go when GTA6 launches -- and do also see e.g. Ubisoft Connect, EA Origin, ...
The Rockstar Game Launcher has f.e. already pushed always-on on "us"; as long as people don't very seriously vote with their wallets game companies will continue to erode your ownership rights through private DRM via their launchers. And "gamers" won't -- 'cause wee, woo, yah, GTA6, waa, wooooooo.
Specifically as to GTA4 you can by the way downgrade the game to the old GFWL version so as to get rid of the RGL; there's guides on the forum here.
From Steam library, right click "GTA IV", then "Updates" then set "Always Keep game updated" to "Only update this game when I launch It" and "Never allow background downloads".
or... I'll just download any rockstar games "for free version" (if you know what I mean) like in my old days.

As long as people do not stop buying and playing this will not end. And people won't in relevant and/or identifiable volume so this will not end.
Although I actually sort of applaud Rockstar for providing the current GTA4 version freed from Microsoft's GFWL now that that croaked, they've other than the always-on DRM by now also e.g. denied you access to content you once bought a license to (music stations, GTA4 multiplayer) and other than a few temporary pissed-off threads in e.g. this forum, nobody does anything, even though this is very clearly illegal in most any relevant jurisdiction.
Heck; Ubisoft recently stole even singleplayer DLC from customers of a fair number of their older titles on PC . That same few pissed-off posts follow -- and then nothing anymore. Many and in many cases even the same customers will buy Assasin's Creed Mirage when that launches, and as much as they will buy GTA6 when that does.
So it will never end.
It's super easy to downgrade the game, and if you do you can download bug fixes and mods.

Open Defender, click "Virus and threat protection" then "Protection history" if you see "Protected folder access blocked" click it and if it's GTA IV, RockStar or Social Club click "Actions" and "Allow on device"
If it was blocked you may have to uninstall Launcher, Social club and delete the RockStar files in your Documents folder then reinstall.

If it launches you can put the settings back to normal.
