Then download copy and paste two files xlive.dll and xlive_d.dll put them in the GTAIV folder

This is "live.less" <-- ignore the dot while it may work, it will disable online multiplayer.
Be sure to backup the original anyway, as custom made files can also crash a game if it's not compatible.

Without xlive.dll and xlive_d.dll the game would crash and I don't really care about multiplayer as it sucked on my ps3
