cannot scroll down at the internet cafe!

Hey guys!
I'm having trouble scrolling down the web page at the internet cafe in the game there is nothing wrong with the keys on my pc and yes I am following the directions correctly please help if you know what I could do to make it work. Thanks in advance

figured it out since i was using a laptop i needed to use a seperate mouse to scroll down

Use a mouse cursor to and "click and hold" the scroll bar to move it.
