Well GTA5 is more advanced.
They have more and better security cameras.
Better phones that you can contact police in an actual instant.
Security guards.
Maybe the animals are robots with cameras.
SO it makes sense in GTA 5, but it should atleast take a tiny, tiny bit longer.
Atleast about 30 seconds depending on the crime
Min would be 8 if there is a security camera.
Min would be 10 if someone calls.
Max would be 15 incase it takes time for the caller to get done.
Watch Dogs (1 and 2) have it pretty good.
You have to remember, the time GTA5 is placed in, people had phones and it is very easy to contact the police. Phones even have emergency dial and emergncy police call with the click of a button. Without needing to give your location.
Unlike GTA 4 where it is older.
GTA 4 police is realistic. 4's NOOSE is really cool.
But GTA 5 high more intense pursuits and firefights. Infact, if I would join a police it might be GTA 5's LSPD just because of how strong they are.
GTA IV easily has more realistic cops.
For one, cops in IV actually try to arrest people for misdemeanors not murder them. You can shoot guns out of their hands. In GTA V if you shoot them once in the toe, they fall down and die like it was a headshot.
The cops in V also have rubberbanding. The car physics are broken as well in GTA V. If you run into any car (no matter what you are driving) you bounce off them like you hit a brick wall, and can't push anyone out of your way in traffic.
GTA V is embarrassing.
GTA V is embarrassing overall.
But there is one thing, that is GTA V has more intense pursuits than GTA 4. If 5 had 4's driving or alike the police (pursuit) AI would be alot more interesting.
But besides that 5 lacks in everything else. Crashing is stupid, not even crashing.
For me it comes down to this overall.
I like 4 because overall it is realistic.
I dislike 5 because overall it is unrealistic and too arcade-like.
GTA IV's a good balance between skill-based driving and accessible action. It's not as irritating as a racing sim like F1, but it also doesn't have the rubberbanding and cheesiness of Mario Kart.
GTA V clearly dumbed down the driving after people complained it was too hard. You slam into oncoming traffic doing 60mph and if you squint you might see some paint scratched off your bumper. It's pathetic.
But personally driving in GTA V is too arcade. You have people who go off ramps, onto a roof, then make the motorcycle 'fly'.
Although personally, if I were to have a better damage model or better driving. I would choose a better damage model. But you should not have to choose.
Finally, since people did complain about 4's driving, why not make it easier? Y'know, keep most of the mechanics there, but make it easier to drive. Instead they just dub it down to the point a baby could drive (considering he or she knows how to use a controller).

But atleast in 5 you can stop a a stoplight without being rammed by a car behind you (like sometimes in gta4).
4's system holds up well even if it can be easy to 'gamify'/exploit. chases feel like actual proper chases instead of wild bumpercars... at least until you flee the radius where you often have to slow down or even reverse in order to avoid triggering it again
