Is there any way to fix the phone call skip bug?

I've started thirty freakin' new games and I still get this issue. Running the downgraded version of the game, using a trainer. My phone rings, I go to answer, it hangs up. I am unable to continue in the game because of this.

Seriously why is this even a bug? Why does a trainer suddenly make the game completely crap itself during a phone call of all things? I even got rid of the trainer and the issue persists. I'm not creating another new game.

I experienced it in The Lost and Damned but the rest of GTA IV has no problem with that.

Someone in a GTA discord server told "pretty sure it'll still mess up until you've done all of the special interactions (e.g using computer)".
I didn't try it yet but I'm sure it's the trainer that messes up the phone call.
I thought it was because I used the trainer during a phone call ring too many times.

I have this problem too but I don't have any mods installed, I have no idea how to fix this can anyone help?
