Many times my shot ends up in the corner of an obstacle instead of hitting the heads of the targets even though the sight tells me that I am aiming correctly at the target, really frustrating and that makes achieving 100% achievement in missions in a hell of a pain in the ass.
Sadly I don't think there is any mods of that kind, except weapon handling but that's not what you meant.
Also OP, don't use the cover system unless you want to blindfire. Just manually move & crouch.
PC shooting is broken in a sense that when you play with Keyboard & Mouse, the guns don't have any inaccuracy to them whatsoever. Look up FusionFix to fix that. Other than that, it's fine. 5 doesn't improve upon it at all. Press the camera button while aiming if you don't want your character covering the lower left half of the screen.
Jokes aside, there are mods online that fix the biggest issue, the bullet spread. Unfortunately it requires an ASI loader and Script hook which are tools that make it possible to mod GTA 4 and even though it's possible to do it for GTAIV:CE, #1 you have to find the specific files for CE and #2 I recall it saying that the bullet spread mod was the mod that it didn't work with. Of course you could downgrade your game but that's something you're gonna have to look into on your own.
