Not exactly. There's few if any car mods that will ever be less than that size. The fact is, if you want to mod ANY car at all, you have to use one of the script mods to get rid of that bug. You can even have that bug without any car mods if the game gets modded extensively enough that textures on existing cars, traffic, or roads are large enough size that the game can't keep them all in memory. Car mods simply immediately exacerbate the problem because they're usually the biggest mods in terms of size. With regards to downgrading, I'm not sure myself.
What I did do once when Rockstar patched my game to 1.0.8.0 is to reinstall the 1.0.7.0 patch (and its associated exe. file and other patch files). But downgrading from Complete Edition might be more complicated. Plus, you have to go online and look up unofficial 1.0.7.0 patches (which veers into crack territory, which of course Steam does not condone or support) and I cannot under the Steam TOS recommend any. I can only tell you to look up guides on how to downgrade to a lower version, which may exist on Steam guides here or online.
