Is possible to make npcs ignore you?

because the npcs always attack me :(
just want spawn some of them - and then let the cops come.
so armed npcs vs cops

There is a youtuber doing that but i doubt he will ever share his mod probably because he thinks that others will make their own channel making npc battle videos i really want good npc spawner were you can assign them to a team so they can fight each other especially for red dead 2

0:04 min - cant find out how he placed this armed NPCs in a Line + they just wait for the Cops.

When i spawn NPCs
1: they always attack me
2: they spawn all on the same Location
and then: they run around like Chickens
