install this and login to GFWL client , then begin with game .
make commandline.txt
add in commandline text file.

put commandline in local game files. (steam/game properties/local ffiles).
launch the game one time at LauncGTAIV.exe , to pass disc date check.
even if steam or if you revoke the serial key on older machines.
(do not have compatibility checkboxes on during this)
game will download new redist version of GFWL..
you will be asked to shutdown game.
if can press exit , then exit .
ifnot , then first load a game , then leave game.
a popup on desk appears to download new version.
download and allow in firewall if asked .
if new version redist is installed, then start game . login to LIVE account.
it will download profile .
and you can save game.

the launchGTAIV is the launcher, the paul.dll does hardware checks and checks DVD date.
if bought outside of steam.
the GTA IV.exe , works best without compatibility modes for me on windows 10.
also remove the admin checkbox.
then use launchGTAIV.exe to verify serial key and date checks.
need to go into game files and click on the launchGTAIV, or make a shortcut on desk.
you only need to do the date check and launchGTAIV once.
after that you can just start normal way again with steam or webdocument shortcut.
would be handy to have your launch commands in a commandline.txt , or add them in the shortcut,
so you won't crash.

then can use paul.dll from offline activate folder to skip launcher.
with securom revoke tool, you can revoke keys on previous installs ,
and then reactivate the key with new paul.dll in folder.

Nah, this does not work as many other supposted solutions. You need to be logged into Social Club and GFWL in order to play multiplayer. I have no problems with logging to GFWL, but I can't login to Social Club. Then the phone in game just display a message 'You need to be logged to Social Club to play Multiplayer.' Anyway Social Club for GTA 4 died like a year ago. Before that I was able to play a few hours. I think it is a backend issue, some accounts are just locked or broken on server side. Shame the multiplayer was fun, even though I played just a few hours of it.
Many, many, many people can't connect to Social Club for GTA4, so it is not my connection, PC , installed software or any other thing.
