Need help with GTA 4! Mission loading problem!

So after 3 hours of getting this ♥♥♥♥♥♥ port to work, I finally got it to work. Since my computer is a bit low end, I installed some fps booster mods, I installed ♥♥♥♥♥♥♥♥♥(only way to get it to launch), a first person mod, a trainer, and two mods that change the way niko looks. The game was finally working, and I played up n till the 30th mission (Luck of the Irish). I start the mission, watch the cutscene and then its starts loading. Usually this takes me about 5 seconds and then it loads, but nothing happens. It shows the loading text in the corner but loads forever. It never stops. I close the game and try again. Same thing happens. This time I go from a different save. Same thing happens. Then I went and played a brucie mission which loaded fine and went on a date. I go to the same mission, and it still loads forever. At this point I dont know what to do. I look it up and there is only a couple of fixes. None of them worked. I scoured the web trying every possible thing, and nothing works. I really dont think it's my mods, because they have been running perfectly fine til then, and people on console are having the same problem! A lot of people have this problem but its all different missions. I think this problem isn't for one specific mission too. Other people have uninstalled the game and reinstalled and it still didn't work. I don't want to reinstall this game and lose all of my mods just for it to not do anything.

TLDR: I went in to 30th mission, watch cutscene, mission loads forever and never stops. I tried every fix nothing is working.

Btw: I even waited an hour for it load to see if it might work and it doesnt.

best build ever, 10240, man the Anniversary build 14393 and higher sucks .
directx issues.and WDDM 2.1 crap.

i hope nvidia drivers soon will be better because the last 2 are horrible for WDDM 2.1
i guess my kepler GTX 780 does not even support that crap, and is getting weird once a while.
on/off screen and such , probably a reset of WDDM.

WDDM 2.0 driver of nvidia does not do that.
10240 still has 2.0.

and nvidia drivers v368.81 is WDDM version 2.0

edit:
they even released an update fix KB for D3D ,and released the same failed KB twice
it fixes nada , makes things worse.
if you install the new 14393 , you skip that ♥♥♥♥♥♥ KB luckely.
maybe that is why my screen blinking once a while , because i tried that KB again.
