This guide screwed my gta 4 and now I can't open it. Yes, I uninstalled both the game AND social club. At this point it just feels faster to re-install my OS more than anything. To run it, I abosolutly need to run steam in admin mode now I don't get it.

You should try uninstalling the game, then going into the directory where the game data would be (the "browse local files" folder) and delete all files that are still in that folder, then reinstall the game and see if that fixes the problem.

Make sure you download the media file then put on USB and delete partitions. Not just re-install within Windows. That won't be a full wipe.

Also note that if you have Windows Cloud running, you may need to go into the cloud folder and remove game files from that as well. My windows cloud saves everything, sometimes multiple times, and deleting from my system directly without deleting the same files from cloud caused the files to show up again in my system when i reinstalled the game
