Turn off mouse sensitivity for GTA IV all the way DOWN (The Mouse Sensitivity for GTA IV not your PC's). That option is basically mouse acceleration and when you turn it off it starts using your PC's actual mouse sensitivity
Also to lower FOV press on V, it has 3 set FOV options so you can't change your FOV precisely the way you want to

gta4 sens is ♥♥♥♥♥♥ up, same with gta5... still looking for a fix for gta4

0sens, 800dpi, and windows pointer speed at the halfway mark is what I play on and it feels fine. Make sure you've tried restarting your game if, for any reason, it feels like the settings are not applying.
If you need to lower it further, then the next two things to check are your dpi and windows pointer speed. DPI can be checked through whatever mouse buttons/programs you have for your mouse. Windows pointer speed can be checked through: control panel->hardware->mouse->pointer options. Make sure enhanced pointer precision (aka acceleration) is turned off.
