Ye this is also one fo the issues, over 30fps the game creates a fair amount of issues, button pressing, physics and what not.
This is one of the main reasons why i still play GTA IV on my ps3, because even with vulkan at 60fps, i notice a lot of inconsistency on the game, and some stuttering too over a long playing session.
Sure vulkan works fine if you just care about 60fps, but the game isn't really working properly, if you play for a couple of hours, you'll have some sound issues too. This game needs a proper remaster, until then i'll stick to my ps3 version, sure its 640p and 20-30fps, but it works flawlessly.
Admittedly I do also have large tolerance for e.g. a few stutters, but at least I did not notice anything above and beyond a previous playthrough a few years back on that same system but with a in modern terms pathetic AMD HD5770 with 1G. A matter of the famously crappy PC port I assume, which however certainly did not keep me from enjoying the game, neither then nor now.
And I'd in any case quite advise any prospective GTA4 players to stop it already with the dumb FPS fetish. This is a game originally designed for systems, consoles, with a hard 30 FPS maximum; there is no point to more than that, or at the very least, not nearly enough point to justify the issues it brings. Just cap to 30 and be happy...

This 100%. Most GTA games (except GTA V) were made to be run on 30fps or lower, that's just how their physics work.
Heck, to make matters worst, i remember SilentPL (creater of literally the mods that allow us to even play classic GTA games on pc) saying that you should clearly lock this games to 30fps, but still, people start the aplication, "OMG 100fps YEEES", then they post it here or Reddit but never touch the game again.
You need a tar extractor, 7zip works really well if you don't have another extractor (and is free).

Inside the archive you will find another tar archive and then two folders : x64 and x32. Go in x32 and extract both d3d9.dll and dxgi.dll inside the game folder ( \Grand Theft Auto IV\GTAIV )
I mean just imagine said string to in fact refer to a person called Evil McHacker. Wouldn't we feel silly then. General or best-practice advise on the internet will as such always need to be to not trust random strings of glyphs; to refer people to sources they can themselves (more easily) verify as trustworthy.
