Jeff's 3rd encounter not appearing? (Solved)

The third mission for Jeff's third encounter (The guy who murdered his wife and you dump her body in the water) is not appearing at all. I checked the location but whenever I get there he is not even there, what is going on? I'm trying to 100% this buggy game.

Sleep like 5 days to week of an in-game time and try again, it was a problem for me as well, skipping a week helped

This says you need to wait a game-week between 2 and 3:

Note by the way that Jeff doesn't count for 100% (since you can kill his wife on the 1st encounter, blocking 2 and 3).

Jeff, Ivan, Dwayne's girlfriend Cherise and Clarence random encounters are not required to 100%'d GTA IV.
