¹That launcher will not detect Steam "ownership" of games; only Rockstar games that are currently installed may be detected during a scan and consequently launched. The application may be downloaded free of charge from Rockstar.
I think I found a fix. In the GTA4 directory, click on the "PlayGTAIV" exe, if it throws an error saying that its missing both a vcruntime140.dll and a msvcp140.dll, that means that you'll just need to download the 32-bit versions of those files from a reputable site like dll-files.com.
If i had to guess, since our pc's are 64-bit, the microsoft visual studio redistributables download .dll files in 64-bit. GTA4 being as old as it is, was made in 32 bit and needs that version of the file to run properly.
